Paris city map - restricting extent and zoom levels

The Paris city map shown below has the extent restricted tot the Paris surroundings (2.20, 48.75, 2.35,48.95).

The total number of zoom levels are set to 5 and the Google map is limited to zoom levels 14 to 19.
